Seasoned international expert in Public Financial Management (PFM) and Public Governance, with 25+ years of experience. As an international consultant (since 2016), member of the World Bank and IMF expert panels, I have carried out numerous policy and technical assistance missions, driving important PFM and governance reforms and strengthening institutional capacities in 15+ countries across Sub-Saharan Africa and the MENA regions. Previously, I held several senior positions at the General Treasury of Morocco, including the position of Deputy Director in charge of overseeing the core functions of this institution. In this capacity, I spearheaded and successfully implemented major reforms that modernized the Treasury’s processes and significantly enhanced its performance. I have developed extensive expertise in PFM and governance, along with a profound understanding of the challenges faced by middle and low-income countries (including fragile and conflict-affected states), with regard to these areas. I have also demonstrated a strong ability to foster effective dialogue and build productive relationship with counterparts and stakeholders. My expertise spans various aspects of PFM, with a focus on: budget execution (including State expenditure chain management; State cash management and TSA; and IFMIS); performance-based budgeting/performance-based management; PFM in service delivery; Subnational PFM. Additionally, I have extensive experience in governance and institutional capacity issues. I have successfully carried out missions in 17 countries across sub-Saharan Africa (Central African Republic, Ivory Coast, Burkina Faso, Senegal, Union of Comoros, Madagascar, Republic of Congo, Niger, Guinea, Guinea-Bissau); MENA region (Morocco, Saudi Arabia, Iraq, Tunisia, Algeria, Egypt); and Caribbean (Haiti) regions.
