
Economist and digital governance specialist with over seven years of international experience supporting macroeconomic reform, public financial management, and digital public sector transformation across Sub-Saharan Africa, including in fragile and post-conflict contexts. I work at the intersection of economic policy, institutional reform, and GovTech, with hands-on experience in IFMIS roll-out, digital tax systems, digital identity, and data-driven monitoring frameworks. My experience includes leading CPIA coordination and scoring processes, contributing to PEFA-related assessments, conducting tax gap and expenditure analysis, and supporting macro-fiscal forecasting and Development Policy Operations. I have advised ministries of finance on budget preparation, fiscal transparency, reform sequencing, and results-based implementation, working closely with the World Bank and the IMF. Alongside my operational work, I maintain a strong research profile focused on digitalization, domestic revenue mobilization, state capacity, and governance performance. I have published in peer-reviewed journals and international working paper series, contributing evidence-based insights to policy debates on fiscal systems and digital transformation. Fully bilingual (English/French), I combine analytical rigor, evaluation experience, and field-based reform leadership in multi-country and multi-stakeholder environments.
