Summary

 Studied Bachelor of Engineering and Master of Integrated Water Resources Management. Fluent in English.  24 years post qualification experience, specifically in the Urban and small towns water sector, in Nigeria and Ghana West Africa.  23 years cumulative experience in urban and rural water and sanitation sector projects and complex multi-disciplinary operations including: o Team member, French Development Agency (AFD) financed Enugu City Engineering Services (Master Planning, Feasibility Study, Detailed Engineering Design, and Construction Supervision). o Design, Contract Management, and Construction Supervision of 20 small towns’ Water Supply, and Sanitation Projects and Rehabilitation of 53 Water Supply Schemes under the European Union financed Water Supply and Sanitation Sector Reform Programme Phase II (EU-WSSSRP II) with WS Atkins International and Enplan Group Limited. I was team leader of the design and construction supervision team comprising of 5 engineers and 2 geologists drawn from the Ministry of Water Resources as well as a field officer of Enplan Group. I carried out the implementation of works quality control and assurance, and the development of the management plans. o Implementation of works quality control and quality assurance management plans, and the Environment, Health, and Safety Management Plans (EHSMP) for the World Bank and AFD financed projects in Obudu, Ikom, Okpoma, and Itigidi towns. Taking responsibility for health, safety, and welfare of all site staff, and quality control and assurance for the works, and ensuring contractor’s compliance with all site safety procedures. o Design, Contract Management, and Construction Supervision of Water Supply and Sanitation projects in 5 small towns of Cross River State under EU-WSSSRP I with WS Atkins. I superintendent over the design and contract management team of 8 engineers/geologists drawn from the Ministry of Works and State Water Board. o Design Review for the Rehabilitation/Construction of the Water Production and Distribution Systems for Itigidi, Ikom, Obubra, and Okpoma under the World Bank-financed Second National Urban Water Sector Reform Project (IINUWSRP) with SGI Consulting Engineers Limited. I reviewed the entire design including the technical specification, Bill of Quantities, water demand, treatment plant, pumps sizing, pipelines, and associated appurtenances. o Design Review and Construction Supervision of 107km length of Distribution Pipelines under the World Bank-financed Calabar Distribution/Densification Network project with Tahal Consulting Engineers Limited (Israeli Consulting Firm). I superintendent over a team of 5 pipeline inspectors who carried out the daily supervision of pipe laying works of the Distribution/Densification project in the Calabar metropolis. o Design of Regional Water Supply, and Rehabilitation Schemes for Ghana Water Company Limited in Obuasi, Damongo and Bawku under Export Credits Guarantee Department (ECGD) Operating as UK Export Finance (UKEF) arrangements with Lilleker Brothers Limited (UK Firm). I was the team leader for the design team of 6 key experts - Hydrologist, Chemical Engineer, Civil Engineer, Geotechnical Engineer, Socio-economist, and support staff – AutoCAD draftsman, Land Surveyor, enumerators, etc. o Design, Contract Management, and Construction Supervision of Ikom, Itigidi, and Obudu Water Supply Schemes under the World Bank/French Development Agency financing with Lilleker Brothers Limited. I was a team member. o Design Review and Construction Supervision of 487km length of Raw water, Conveyance, and Distribution Pipelines for Calabar/Odukpani, Akamkpa, and Ugep/Ediba Schemes under the African Development Bank Assisted Multi-State Water Supply Project with SGI Ingenierie SA/Engineering Limited (Swiss-based Consulting Firm). I supervised a team of 7 pipeline inspectors involved in the daily supervision of pipe-laying works in the 3 Regional Schemes of Calabar/Odukpani, Akamkpa, and Ugep/Ediba. o Development of Tender Dossiers/Technical Specifications, Bill of Quantities, Schedule of price, etc. for the European Development Fund (EDF) Works Contracts under EU-WSSSRP I & II with WS Atkins International. o Iterative and participatory planning and facilitation methodology for Urban and small towns-based Water Supply and Sanitation projects in Assiga, Akpap Okoyong, Bateriko, Ofumbongha, Akpet I and Abia small towns. o Design and execution of EIA for WSS projects in small towns – Abia, Assiga, Akpap Okoyong, Bateriko, and Ofumbongha under WSSSRP I with WS Atkins International. o Economic Viability studies of Urban Water Supply Works – Obubra, Itigidi, Ikom, Obudu, and Calabar in Nigeria and Bakwu, Damongo, and Obuasi in Ghana, West Africa o Unaccounted for water study. o Design and supervision of surveys such as topographic and hydro-geological surveys  Sound working knowledge of EDF/World Bank procurement procedures and regulations, having worked on the EU WSSSRP programme, World Bank-financed Second National Urban Water Sector Reform Project, and African Development Bank Multi-state Water Supply Project in Cross River State.
