I am an urban management specialist (Urban management, development issues; capacity building and institutional strengthening). Focus –decentralization; fiscal decentralization, local government finance, financial aspects of Public-Private Partnerships, income generation; economic development. I have worked for a wide variety of multilateral and bilateral donors, as well as directly for host governments and private sector clients. I have also served as a consultant for international agencies, institutions and programmes on a wide range of project management, capacity building, institutional strengthening projects and provided advisory services in over twenty-one countries (developing and transitional economies) including - Albania, Cameroon, Egypt, Ethiopia, Germany, Ghana, Indonesia, Kenya, Latvia, Moldova, Namibia, Nigeria, Malaysia, Malawi, Mozambique, Poland, Romania, Rwanda, South Africa, The Netherlands, Vietnam, Uganda, United Arab Emirates and Zambia. I have substantial project management and coordination expertise, having led, and directed large multidisciplinary teams. in the preparation and implementation of major, complex urban projects and programs. I was the Team Leader (2012-2020) of the Technical Assistance Team for the Implementation of the Ghana Urban Management Programme – GUMPP for the Ministry of Local Government and Rural Development – MLGRD, Ghana. The GUMPP is a €44.5 million initiative funded by the Agence Française de Développement (AFD) implemented in three Metropolitan Assemblies (Kumasi, Sekondi-Takoradi, Tamale and one Municipal Assembly - Ho). I have been involved in the development and implementation of various capacity building and institutional strengthening programmes: Project Leader of the Professional Urban Management Programme, Poland; Country Coordinator of the World Bank’s “Decentralization and Local Government Support Programme in Africa” - Ethiopia; Programme Manager, “Urban Management Masters Programme” – Ethiopia; Project Leader “Capacity Building for Urban Management” - Namibia. Team Leader, “Institutional Strengthening and Training for Urban Management Project” – Elaboration of Municipal Finance Manual-Timisoara, Romania. Team Leader – Capacity Building: “Harnessing the Added Value in PPPs in Infrastructure Provision in the SDAC Region” – Maputo, Mozambique. I am currently the Lead specialist in Urban Finance and Infrastructure, at the Institute for Housing and Urban Development Studies - IHS, Erasmus University, Rotterdam.
