Andrew Fleming

Global development strategist with more than 18 years of experience advising governments, donors, and international organizations on complex policy, investment, and system-strengthening challenges across Africa and Asia. My work spans multiple sectors—including health, education, agriculture, digital inclusion, financial access, and urban development—supported by a strong foundation in strategy design, data-driven analysis, and multi-stakeholder coordination. I bring a unique blend of breadth from my years at Dalberg Advisors and technical depth from serving as a Strategic Advisor with USAID/South Africa. At Dalberg, I led more than 20 multi-sector strategy engagements focused on expanding economic opportunity, strengthening public service delivery, improving access to essential services, and designing digital and financial inclusion strategies. My work supported governments, multilaterals, philanthropic foundations, and impact investors in developing frameworks, investment roadmaps, and policy reforms that advanced inclusive and sustainable development outcomes. These experiences built my capacity to rapidly learn new sectors, synthesize diverse data sources, manage complex stakeholder environments, and translate analysis into actionable strategies. In my role with USAID/South Africa, I applied this systems-level perspective to drive deep sectoral impact within health. I guided strategy for a $300M+ TB/HIV and health systems portfolio, supported national policy processes, strengthened data and surveillance systems, and facilitated coordination between ministries of health, U.S. interagency partners, private sector partners, civil society, and multilaterals. This work sharpened my technical expertise in infectious disease, global health security, and health systems strengthening, while reinforcing my commitment to partner-country leadership and sustainable institution-building. Across all roles, I have been grounded in a commitment to evidence-based decision-making, capacity strengthening, and collaborative solutions. I bring a proven ability to work across sectors when breadth is needed, and to dive deeply into technical areas where specialized knowledge and long-term advisory support are essential.
