SUMMARY OF QUALIFICATIONS • Over 25 years of progressive managerial responsibility in strategy development, budget development, management and compliance, negotiation and analysis, proposal planning, project design, implementation and monitoring of development programs involving multi-lateral donors such as USAID, DFID, ECHO, World Bank, UNDP, and other UN agencies. • Over 20 years of direct senior managerial, policy and technical experience in livelihood security and poverty reduction program operations including maternal and child health, health systems strengthening in rural and urban settings, water and sanitation, small holder farmer production and marketing systems, and nutrition sensitive agriculture projects in developing countries. • Proven, sustained success in proposal development and resource acquisition from multiple institutional donors. • As Senior Director of Public Resources, I led, inspired, and facilitated annual incremental growth in FH’s global public portfolio (USAID, UN) from $58 million in FY 16 to $120 million in FY 18 to reduce poverty among rural communities, in both emergency and development settings. Specifically I recently led the proposal development of $11 million award for International Emergency Food Assistance (IEFA) in DRC in 2019, which is currently ongoing. • As Director for Food Security and Livelihoods, I led and designed two proposals for Ethiopia and DRC that were successfully awarded in FY 2016. Ethiopia was awarded $101 million over 5 years and DRC was awarded $71 million over 5 years. • As Deputy Regional Director for Africa for FH, I worked with country programs to win awards as follows: DRC – $51 million cash and 71,170 MT of food commodities over 5 years and Ethiopia was awarded $78 million and 35,000 MT of Title II commodities for its Productive Safety Net Program. I also worked with three fields, Burundi, Rwanda and South Sudan to win a total of $ 4 million awards from WFP in response to refugees and internal displaced persons. I worked with the South Sudan team to win a Girls Education grant from DFID in 2011 of about British Pounds 5 million as a sub grant from Mott McDonalds • As Chief of Party for CSAFE in Zimbabwe, I led an annual proposal development and award of $94 million cash and 100,000 MT of food commodities in response to emergency feeding, market access program, school feeding, and productive resilience interventions for vulnerable communities in rural and peri-urban Zimbabwe • As Country Director for IMC Uganda, I successfully acquired funding for post relief/transition interventions from USAID for Northern Uganda to the tune of $25 million over 5 years. I also wrote and won a UNICEF award of $2 million to address postpartum depression in Uganda, and two BPRM awards of $800,000 each over two years in response to refugee influx in Western Uganda from 2007-2008. • As Program Technical Specialist with WV/US, I led successful proposal design and acquisition for two major awards for Kenya ($50 million over 5 years) and Niger ($25 million over 5 years) from the USAID. I also led acquisition efforts for three other countries (Haiti, Mozambique and DRC) that totaled $25 million over 5 years from USAID and DFID. • Extensive experience with US government assistance and acquisition regulations. • Extensive experience with several Value Chains including Livestock, Cocoa, Coffee, Cashew, Rice, Cassava, Maize, Potatoes and Beans • Demonstrated dynamic and adaptive leadership and managerial skills. Ability to work effectively with minimal supervision, to innovate, and to lead multiple projects to completion. • Extensive experience in hiring and supervision of staff, and management of outside vendors, consultants and contractors, interns and volunteers. Ability to be responsive, clear and firm with staff, colleagues and partners, and to instruct and motivate staff and evaluate performance of staff and consultants. • Strong organizational and communications skills, including ease in making professional presentations. Demonstrated ability to handle a heavy workload and to delegate responsibility. Solid computer skills. • High standards of personal ethics and professional integrity. Demonstrably deep commitment to agency core values and the ability to model those values consistently. • Demonstrated good judgment. Ability to exercise discretion, to engage in sound critical thinking and problem solving, make decisions, conduct complex database conceptual analysis, and make fair decisions. • Experience working with a wide range of people from diverse language, racial, cultural, ethnic, economic, and other backgrounds. Ability to work and communicate sensitively with diverse populations. • Extensive multi-cultural residential working experience in various countries including USA, Haiti, Ethiopia, Ghana, Indonesia, Kenya, Niger, Rwanda, DRC, Burundi, Uganda, Sudan, South Sudan and Zimbabwe • Proficiency with database management, spreadsheets, analytical and word processing computer software programs including SPSS/SAS, WordPerfect, Microsoft Office including Word, Access, PowerPoint and Excel. • Language proficiency in English, Creole, and French
