Mr. Ladda is a civil engineer, urban planner with a post graduate diploma in Banking and Finance, have over 25 years of experience in the consultancy and advisory industry. Mr. Ladda expertise lies in the urban sector, specifically in the areas of urban finance, urban infrastructure, housing, urban management, urban planning, urban transport, project development, Public-Private Partnerships (PPP), reforms, and capacity-building. Over the last 25 years, Mr. Ladda have worked extensively in the area of urban management and infrastructure finance and have garnered considerable experience in the assessment of municipal infrastructure and municipal finance and preparation of financial operating plans for local bodies and state utility agencies. Mr. Ladda was also involved in preparation financial operating plans for 102 ULBs in Tamil Nadu for preliminary appraisal by the World Bank-aided TNUDP II. As a part of GoI-sponsored flagship programmes Smart City Mission, Mr. Ladda was the Team Leader for the packages where CRISIL Infrastructure Advisory was empanelled and was involved in Preparation of Smart Challenge Proposal of five Cities namely Nagpur, Agra, Nashik, Solapur, Kalyan Dombivali and Thane. In case of Nagpur & Agra he was closely involved and in other four cities Mr. Ladda was involved in capacity of Finance Expert providing review support and in preparation of Financial Plans. As a part of GoI-sponsored flagship programmes JNNURM and UIDSSMT, Mr. Ladda has been involved in the preparation of a few of the best-acclaimed city development plans (CDP) across various states of India. These CDPs were first-generation CDPs formulated through the active participation of stakeholders and by a consultative process. Mr. Ladda further had the privilege of working with both the first and second State Finance Commissions of Tamil Nadu. Mr. Ladda was a core team member of the first State Finance Commission of Tamil Nadu’s task force on ‘norms for core civic services’ and a team leader of the second State Finance Commission of Tamil Nadu’s task force on ‘assessment of financial status and civic amenities of 719 ULBs in the state’. In addition Mr. Ladda has also experience in the financial analysis of several infrastructure projects including housing, water supply, highways and other infrastructure projects on PPP basis and providing transaction advisory assistance for the development of PPP projects in the areas of urban transport, roads & highways, housing and urban water supply, sewerage and solid waste management. Mr. Ladda has extensive experience of working in the Indian states of Tamil Nadu, Karnataka, Andhra Pradesh, Maharashtra, Gujarat, Haryana, Madhya Pradesh, West Bengal and Rajasthan. On international geographies Mr. Ladda has worked in Indonesia and Vietnam, in Indonesia Mr. Ladda was the core team member of consultancy assignment in developing the framework for setting up the Regional Infrastructure Development Fund, earlier Mr. Ladda was involved in market assessment for demand for such product and later drafted the Business Plan and Governance Structure for the establishing the Regional Infrastructure Development Fund and currently am working on the Implementation Support Plan for RIDF and capacity building of the RIDF team. In Vietnam Mr. Ladda was involved in an assignment “City Investment Financing Facility (CIFF), similar product to that of RIDF of Indonesia, the objective was to assess the demand and supply side assessment of financing for local government for funding urban infrastructure.
