Daniel Kingsley is Founder and President of International Dynamic Alliance LLC, an international development company specializing in inclusion, trade, and digital development programs. Dan most recently served Team Leader for the Indo Pacific Framework Program and PMP Design for the US Sate Dept. through Deloitte Consulting (ending May 2019). Formerly, from 2010, he was as Schedule B direct hire at USAID, Advisor on Digital Inclusion in Washngton DC at most f the geographic Bureaus, and RDMA and E3, at U.S. Agency for International Development (USAID). Mr. Kingsley led the Global Broadband and Innovations Initiative and all of its programs (GBI), Director of the Africa Bureau/ USAID African Broadband Partnership, as a USAID direct hire led mission engagement (DIGITAL DEVELOPMENT) globally on behalf of State Department and USAID , with programs in over 15 countries in the ASEAN, Africa and LAC regions. He worked as AOR and COR managing three implementing mechanisms and worked actively in the host countries of implementation in cooperation with the USAID missions, embassies in the field, and USAID Bureaus and the State Dept. in Washington DC. He was the USAID/DC representative to the ASEAN Secretariat on all digital development issues - representing USAID in this multi-agency effort between 2012 and 2016. His worked focused on designing programs, CLA frameworks, and leading program reviews and CDCS design that impacted the enabling environment for inclusiveness across all traditional development sectors for USAID programs and strategy related to legal and regulatory issues related to expanding traditional USAID program sustainability, and competitiveness have been focused mainly in the Asia region for the past three years. He began his career in international development with the World Bank in Indonesia in 1999. Mr. Kingsley has a full spectrum of experience in building strong enabling environments for broadband infrastructure expansion into rural communities in developing countries after a successful career in international business. Prior to working in the international development sector, Mr. Kingsley had over 20 years of business experience as an entrepreneur in SE Asia, representing major international and regional firms in the trade, investment and ICT sectors. He lived in S.E. Asia for 27 years, until 2006, and for the past ten years has worked for USAID in Washington DC, traveling frequently to the Asian and African regions to develop and manage legal and regulatory programs related to legal and regulatory capacity building in the ICT sectors. He holds a Bachelor’s Degree in Economics from Pomona College.
