Darrell Freund

Darrell Freund has over 20 years of experience in the fields of public sector management and good governance reform, public financial and economic management reform (MTEF, MTBF and PBB), organizational development and institutional strengthening (baseline diagnostics, functional and diagnostic reviews and BPR), change management, program and activity monitoring and evaluating, enhancing service delivery and reducing poverty, and capacity development. He has provided technical advice to clients in the economic development, social development and protection, infrastructure, and government administration and civil service sectors and to local, regional and national governments in Asia, the Pacific, Africa and the United States. He has provided management consulting services to multilateral organizations such as the World Bank and ADB, bilateral organizations like AusAID/DFAT, GIZ and DfID and ASEAN. He has demonstrated leadership, organization, communication and planning skills and is experienced in leading and managing large multi-disciplinary teams of international advisers, national advisers and local staff during long (2+years) and short-term assignments. He possesses significant experience writing proposals and compiling consulting teams, negotiating contracts and procurement, preparing project monitoring and evaluating systems and reporting templates, ensuring consultants and staff adhere to TORs, preparing work plans and ensuring the quality and timely submission of deliverables. Mr Freund has managed project budgets, and he has evaluated consultants and staff performance and handled disciplinary matters. He is adept at building and maintaining relationships with development partners, government clients (senior officials and ministry/agency staff) and public and private sector stakeholders. Mr Freund also has extensive experience developing and delivering capacity development and training programs, workshops, training of trainers, training materials (manuals, training tools, analytical tools) and improving or developing operation manuals and SOPs.
