Dr Isaack Michael PhD

Dr Isaack is a Monitoring & Evaluation Expert with 13 years’ experience in designing and managing results based monitoring and evaluation systems of development projects and programs in Tanzania, Rwanda and Zambia. Further, Isaack has conducted ex-ante and ex-post project reviews, assessments and evaluations (diagnostic, formative, summative and longitudinal) in agriculture, Small and Medium Enterprises (SMEs), inclusive finance, Market (M4P), natural resources management, water sanitation and hygiene (WASH), climate change and health. He has worked with governments, private companies, NGOs and international organizations including five UN agencies namely UNDP, IFAD, FAO, WFP, and WMO. Moreover Isaack has strong skills in planning, budgeting, reporting, quantitative and qualitative methods using OECD-DAC evaluation criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability. Furthermore, Isaack has drafted several wining consultancy proposals and he has published eleven papers in international journals. Also, he has authored two innovative models in entrepreneurship and Monitoring & Evaluation. Isaack is member of the Tanzania Evaluation Association (TanEA) and a regular participant in pro-poor policy discussions in Tanzania. Dr Isaack is multidisciplinary with university degrees in economics, business, and agriculture. In addition, he has done 25 short courses in project management and monitoring and evaluation. His international experience spans in sixteen countries in Africa, Asia and Europe.
