
Ellen Bomasang is a global development professional who has focused on clean energy, infrastructure, climate, and gender equality and social inclusion (GESI) across emerging economies in Asia, Africa, Eastern Europe, Latin America, and the Middle East for close to 30 years. She has led global teams in delivering professional services and is a recognized thought leader in energy, climate, and GESI. Her project work spans innovative finance, energy sector planning, policy and regulatory reform, private sector engagement, rural electrification, climate mitigation, and GESI. Ellen has built a track record of successfully leading complex, multi-million dollar projects for various bilateral and multilateral donors, including USAID, the World Bank, ADB, UNDP, and the private sector. A certified project manager, she has a strong understanding of USAID rules and regulations having managed over 15 USAID-funded contracts and cooperative agreements totaling over $240 million over the last 21 years. She has successfully recruited partners and consultants, negotiated contracts, and coordinated work across multi-disciplinary teams to execute work programs on time and within budget, ensuring overall contract compliance with client and institutional regulations and procedures. Prior to joining Abt Associates, she successfully managed the $109M Power Africa Nigeria Power Sector Program, the largest program in Deloitte’s international development portfolio. At AECOM, she served as the Energy Services Director and provided leadership over its energy portfolio, including USAID energy task orders in Kosovo and the West Bank and Gaza. She was also the Energy Practice Lead for ECODIT, where she managed both the CPC and non-CPC Clean Energy IDIQs and two awarded task orders for the Democratic Republic of Congo (DRC) and for the Caribbean and Central America region. Ellen has served in both field and home office leadership positions and has significant staff management experience having supervised Chiefs of Party, large field teams, and home office project and technical staff. She has a proven and measurable track record of success in fundraising and business development, from market research to pre-qualification, strategy development, proposal preparation, and project launch. She has lived and worked in various developing countries and has effectively communicated and collaborated with a wide range of partners and stakeholders that include government agencies, donors, international and local NGOs, private companies, foundations, community-based organizations, and community leaders. Throughout her career, Ellen has been recognized as an effective mentor and a results-oriented leader.
