Elroy is an Urban and Regional Planner by profession. He spent over 20 years in the post-apartheid national government holding various senior positions related to decentralization, local government, cooperative governance and border management. He was part of a core group that developed local government legislation in 2000. He directly managed key national support programmes and policy initiatives affecting municipalities, urban renewal and rural development until he left government as the national Director General for cooperative governance in South Africa. Elroy established his own development and governance consultancy in 2012. He has since undertaken assignments for GIZ, UNDP, the African Union and the International Organisation for Migration (IOM). Key assignments include: - Was the Chief Technical Drafter for the AU Charter on Decentralization and Local Governance (2012-2013) - Managed the establishment of a Border Management Authority (BMA) in South Africa (2013-2020) - Supported IOM South Sudan and the South Sudan National Police Service in drafting a Border Security Strategy. Also additional experience in border governance work in Kenya, Tanzania and Uganda.
