Chief of Party (COP) with 20+ years of experience in development and a proven track record of providing leadership, technical guidance and project oversight to guide integrated and multi-sectoral donor funded programs to success. Completed 4 tours as a USAID COP in Mali, Rwanda and Southern Sudan, gaining respect of staff and USAID Mission, and achieving results for the USG, host country and beneficiaries. Served as BRIDGE COP in Southern Sudan for a USAID $50+ million cooperative agreement, led governance strategy formulation for building local government capacity, enabling 12 local governments to use participatory planning and budgeting mechanisms/tools to plan, allocate and implement development priorities, and to adopt financial management processes and procedures to monitor budget execution and complete budget reporting. Served as RFRIP COP in Rwanda for a $10 million USAID contract, brought together a disparate team to adopt a common project vision and approach, ensured timely submission of key deliverables and revitalized strained relationships with key government counterparts. Brings in-depth knowledge of USAID rules and regulations, having served for six years as foreign service national at USAID Angola. Broad Africa development experience including Mozambique, Guinea and DRC undertaking activity design or management consultancies. Expertise in governance (capacity building, systems strengthening and decentralization) and civil society strengthening. Technical experience in community development, WASH, education and infrastructure. Other skills: Project management, Monitoring and Evaluation, Work Planning, Reporting & Analysis, Consortium management. Fluent in Portuguese, English and French.
