Portuguese 66 year old Consultant, Expert in International Development Aid projects and programs, having managed multidisciplinary sectors (infrastructure, tourism, state reform, good governance and democracy, as member of technical assistance and team leading expertise contracts funded by Official Development Assistance ("ODA") providing services to beneficiary countries including procurement responsibilities, transfer of know-how and capacity building, especially in Africa (Mozambique, Angola, South Africa, Nigeria, Morocco,) and the Middle East (Lebanon, Syria, Jordan), liaising with Governments, Multilateral and Bilateral funding organisations (European Union, European Investment Bank, World Bank, African Development Bank...). Has conducted Results Oriented Monitoring ("ROM") missions to oversee development projects funded by the EU in water and sanitation in Ethiopia, Ghana, Zimbawe, Swaziland, Tanzania, Madagascar, Kenya as well as in national institutional roads'plans in Mozambique.
