Gerald Meyerman

Meyerman is a seasoned economist, lawyer and social scientist. He has more than 30 years of international development experience, extensive project management experience and a record of success in business and international development specifically in areas of democracy & governance, economic growth, private & financial sector development, rule of law, anti-corruption and governance system strengthening. Initially, he worked as an economic crime investigator and prosecutor for the Canadian DOJ and thereafter in a private litigation practice – working both in French and English. His experience is thus as a practicing attorney, businessman and international development leader focused on institutional strengthening, law and economics and governance. He currently works with Governance International, LLC, a small woman owned consultancy while seeking an interesting short- or longer-term position in his areas of expertise. Until April 2019 he worked as Chief of Party of the $20 million LPAC Program in Liberia. As the third Cop in 18 month the program urgently required a fundamental restructuring. Working closely with USAID and the Liberian counterparts the program was significantly reformed. The project provided on strengthening the professional capacity of the justice sector and to aggressively attack rampant corruption by focusing on evidence gathering and prosecution of corrupt individuals and groups. Working for AECOM as Senior Advisor in Colombia and as Project Director (COP) of the USAID Colombia Public Policies Program he led a large team preparing policies, laws and regulations in preparation for peace and fostering reconciliation. Prior to joining AECOM he was Project Director (COP) of the USAID Justice Sector Development Project (JSDP II) in Bosnia Herzegovina for EWMI. In South Africa he led the comprehensive revision of the South Africa’s outdated companies’ legislation and other reforms to assure comprehensive harmonization of laws and regulations for Chemonics. As COP of a USAID ROL project in Albania, he led an integrated anti-corruption reform program, focused on the judicial sector and developed a code of ethics for judges, prosecutors, journalists, and lawyers; drafted key legislation and championed increased civil society engagement in justice sector reform for Casals. Until 2005 he held senior managerial positions with the World Bank with worldwide responsibilities. Positions included Manager Corporate Restructuring & Governance, Manager Privatization and Strategy, Manager Advisory Services and Lead Private Sector Development Advisor. His understanding of both civil and common law systems also led to his involvement in the harmonization of laws and regulations to foster a sound pro-growth business environment. Because of his broad experience in law, economics and business as well as his experience both as a World Bank procurement certified manager and someone who has written proposals, implemented projects and undertaken evaluations in the private sector, Mr. Meyerman was appointed a member of the “Quality Assurance Group” Expert Panel and played a major role in evaluating World Bank projects in areas including economic development, rule of law, corruption & transparency, privatization and regulation. Following his retirement from the World Bank, Mr. Meyerman was contracted to lead a team and conduct a “Strategic Review” of the “Private Infrastructure Development Group of DevCo/IFC” (World Bank Group). The Review of this $50 million yearly Program was funded by the UK, the Netherlands, Sweden, Switzerland, Austria and the World Bank. The evaluation required close coordination wityh various interest groups and included a detailed review of a sample of DevCo projects in Mozambique, Albania, Kenya, Uganda, Vietnam, Haiti and Liberia as well as consultations with DevCo management in London, Washington and Johannesburg. The detailed quantitative and qualitative Final Report included forward looking recommendations and budget for the next 5-year funding period. Meyerman is a dedicated leader with a record of developing the professional capacity of country nationals through structured education and training as well as increased, mentored responsibility for impact. He has a strong record of fostering a collaborative, iterative and inclusive working environment in project implementation. He is a Professor and author of numerous studies, publications (including in French and Spanish), and Advisor to the World Bank, Asian Development Bank, Inter-American Development Bank, OECD, and the European Union among others.
