 Monitoring & Evaluation: Over ten years’ experience managing assessments and evaluations and verification of USAID funded programs in conflict and post-conflict areas. Experience in developing methodology and evaluation instruments and assisting USAID’s Technical Office staff in drafting scopes of works for assessments, evaluations and monitoring, conducting data quality assessments and reviewing indicator data and theories of change, lessons learned, analyzing quantitative and qualitative data, conducting stakeholder and focus group interviews and drafting monitoring, evaluation and learning plans. Supervised and participated in over 125 assessments, program designs, and performance evaluations of USAID funded programs in agriculture and food security, governance and health, infrastructure and energy, stabilization and water programs; and supervised over 4,500 verification activities. Led USAID/Afghanistan’s annual data quality assessments (DQAs) for seven years.  Program Management: More than 15 years of field-based experience implementing international development and stabilization programs ranging from $4 million to $150 million. In-depth knowledge of USAID practices, regulations and reporting requirements. Acknowledged by USAID as a skilled manager improving program performance, service delivery and client relationships with experience leading teams of up to 70; and extensive experience operating in conflict, post-conflict and developing environments throughout Asia, Africa, the Middle East and Eastern Europe.  Water, Sanitation and Solid Waste Programs: More than ten years’ experience leading and implementing USAID and Waste Management International’s investments in hazardous waste collection and disposal, municipal solid waste management and recycling, water, sanitation and hygiene; and water utility reform programs.
