Mr. José-Luis BOBES-HERNANDEZ is a climate finance expert with over 28 years of demonstrated achievements in structuring sustainable energy financing in Africa, Europe, the Americas, and Asia. His work focuses on innovative technical and financing solutions for electric mobility, sustainable energy, and climate-friendly infrastructure. Since 1998, when he was appointed as Managing Director of Honeywell Energy Services Companies (ESCO) in Central and Eastern Europe, Bobes has been involved in financing innovative engineering solutions for an efficient and sustainable power system. He has served on the boards of sustainable energy companies, climate investment funds, and technology providers of distributed energy storage and virtual grid solutions. He has served as transaction advisor for dozens of PPP energy projects for the African Union Development Agency (AUDA-NEPAD), and as a Team Leader in several Energy Finance Funds, such as EBRD Egypt Green Economy Finance Facility, where he financed 75 energy projects (2014-2020), AFD Namibia SUNREF, with eight transactions (2017-2020) and KfW Green Efficiency Financing Facility with more than 26 transactions (2011-2013). He has a long track record as CEO of Wind Energy and Energy Service Companies (ESCO) and consultant in sustainable energy financing, managing green finance facilities for various donors and development finance institutions. Jose Luis has served as transaction advisor for more than 200 transactions in Africa, the Americas, Eastern Europe, and Asia for leading financing institutions and development agencies, such as USAID, the EBRD, AUDA-NEPAD, the EU, AFD, and others. Mr Bobes led energy efficiency companies and product divisions for the multinational Honeywell in Spain, Germany, Eastern Europe, and the USA before starting his career as a consultant. Bobes has successfully undertaken numerous leadership assignments for European and US government agencies, including the EIB, the EU, the EBRD, KfW, AFD, USAID, the US Department of State, MCM, and USTDA. His remarkable ability to foster collaboration extends strong partnerships with other development organisations such as the World Bank, the African Union, and local Southern African institutions like the Industrial Development Corporation of South Africa and the SAPP. He holds a PhD in Development Finance from the University of Stellenbosch in South Africa, an M.B.A. from the University of Chicago Booth School of Business, and an M.Sc. in agro-industry engineering from Polytechnic University of Madrid, Spain, and is expected to graduate with a. Besides English and Spanish, he is a fluent speaker in French and German and loves sailing and water activities in general.
