Twenty (20) years of experience as a senior executive and Civil Engineer (Master of Engineering Degree), with the following key experience: i) Director and Chief Executive Officer of the Road Development Agency (RDA), the national roads agency in Zambia; ii) Transport Specialist and Consultant in the World Bank, focusing on infrastructure project preparation, supervision/implementation support and cross-functional technical support to other World Bank Sectors; iii) Infrastructure and Projects Manager in Zambia’s leading Telecommunications firm, Celtel Zambia (now, Airtel Zambia), focusing on infrastructure roll-out oversight and maintenance; and iv) Senior Civil Engineer in the engineering consultancy sector, focusing on project management, design and works construction supervision for roads, water/sanitation and other infrastructure. I served as Director and Chief Executive Officer of the Road Development Agency (RDA), Zambia, from March 2015 to October 2016. Prior to that, I served the RDA as Director-Construction and Rehabilitation (July 2014 to March 2015) and was responsible for implementation and oversight of all major road and bridge construction projects. Paramount in these projects was the Link Zambia 8000 Programme, which was officially launched by the Government of the Republic of Zambia in 2012. Before assuming the position of Director-Construction and Rehabilitation, I held the position of Director-Planning and Design in the RDA (May 2011 to May 2014). Responsibilities included preparation of Annual Work Plans, strategic road network and project planning, design preparation and reviews, procurement planning, and coordination with donors on donor project preparation, appraisal and sector dialogue. Before joining RDA in May 2011, I worked with the World Bank as Transport Specialist and Consultant for over two-and-half years (November 2008 to May 2011). Chiefly, I worked on the International Development Association’s (IDA’s) portfolio in the Transport Sector in the Republic of Zambia. The main projects included the US$ 75 million Road Rehabilitation and Maintenance Project (RRMP) II, the US$ 50 million RRMP I, and its two additional financing projects worth US$ 25 million and US$ 15 million. I also worked on the IDA’s projects in Malawi. The two main projects were the US$ 75 million National Water Development Project (NWDP) II and the US$ 40 million Infrastructure Services Project (ISP). The NWDP II involved rehabilitation and upgrading of water supply and sanitation systems managed by the five (5) water boards in the Republic of Malawi, namely: Lilongwe, Blantyre, Northern, Central and Southern Region Water Boards. Main responsibilities as Transport Specialist and Consultant included the preparation, appraisal, negotiation and supervision/implementation support for transport and water sector infrastructure projects (roads, bridges and water/sanitation). Further responsibilities were the review of engineering designs and input in the procurement process, as well as analytical and advisory work. In addition to working closely with the World Bank staff in the Country Office, I provided support to the Task Team Leaders (TTLs) who were based in Washington DC and in charge of the various projects. I also maintained regular contact with Government, cooperating partners (CPs) and the private sector. This involved active engagement in the policy and sector dialogue between the Government and CPs.
