Klaas Westerkamp

Currently I am a senior consultant at Panteia – business unit NEA Transport Research and Training, with over 30 years of experience in sector wide transport policy development, impact assessments and evaluations, transport economics, transport master planning, institutional strengthening and capacity building at government, industry and company level. Before joining Panteia, I was a member of the management teams of several Dutch transport associations (Transport and Logistics Netherlands TLN - 6000 members, NIWO), heading the Departments of Economic Affairs and Market Research. In these positions I was actively involved in shaping Dutch and European transport policy in close co-operation with national and international governmental institutions, trade unions and other public and private sector organisations. In addition, I was responsible for consultancy services for members companies, and the design and execution of training programmes for member companies in the field of strategic marketing planning, cost calculation, human resource development, fleet management and information technology. As representative of the sector, I was a member of the Social and Economic Council on transport issues, the main advisory board of the Dutch Government on transport policy. At Panteia my main field of activity is project management of large international transport projects, varying from developing national and international transport policies, transport master planning, infrastructure development, institutional strengthening and capacity development. I have worked in more than 30 countries (Central and Eastern Europe, Africa, Asia, South America). Main clients are the European Commission (EuropeAid / DG- MOVE), the Dutch Ministries of Economic Affairs and Transport and Public Works, the World Bank, the International Road Transport Union (IRU), the European Conference of Ministers of Transport (ECMT/CEMT/ITF) and other transport associations and individual companies. I have an excellent network of contacts in the transport sector, covering government institutions, transport associations, trade unions and transport operators.
