Kyra Rayne Loken

I am a international development professional with over 10 years of experince in Program management and start-up, Monitoring and Evalutation (M&E), and sytems design and implemntation. I have spent most of the last 6 years living and working in the Middle East and Asia. I have designed, developed, implemented and managed or provided TA and support to the management of the monitoring and evaluation of various projects in diverse and conflict conditions (Iraq, Afghanistan, Turkey on the Syria response) and am looking to make a transition from my current position with IRC as a Deputy Director, Accountability and Learning, to a field-based consultant over the next few months.

I have been responsible for the recruitment and management of expatriate staff, consultant subcontractors and local national staff, the training of both project and client staff, and the overall management of various projects (including performance to budget, sourcing of equipment, partner management, strategy development and client negotiations on all levels).

I am going to stay based in Turkey (Istanbul) and am looking for assignments in which I can use my extensive knowledge of the region, as well as skills and experience related to M&E, start-up, and systems development.
