Summary

Moses Busiga is a Public Health Monitoring and Evaluation Specialist with 16 years of experience working with health-related development programs. Moses is also a member of the European Evaluation Society, where he serves in the Professionalization of Evaluation Thematic Working Group. Moses’s work experience includes health programming in Reproductive Health/Maternal and Child Health, HIV/AIDS, Tuberculosis (TB) and Malaria. His technical competencies include (but are not limited to) Monitoring and Evaluation of Health programs, Health Management Information Systems, Program Design and Management, and Research (including impact evaluation). Currently, Moses serves as a Monitoring and Evaluation/Health Information System specialist for USAID/Tanzania Health Office. In this capacity, he oversees M&E functions of the office and provides technical assistance to USAID staff and implementing partners in performance management and the development of M&E plans. He also supports the Health System Strengthening portfolio in M&E functions and routine health information systems. Within the Health team, he coordinates portfolio reviews and planning activities, such as the Operational Plan (OP/HIP), the Performance Plan and Report (PPR), and the Malaria Operational Plan (MOP). As evaluation point of contact within the Health team, Moses oversees implementation of USAID evaluation policy to make sure that the evaluations conducted meet both USAID’s and PEPFAR’s evaluation standards. In terms of project management, Moses serves as the Contracting Officer’s Representative (COR) for the Site Improvement through Monitoring System (SIMS) contract, which is implemented by Amethyst Technologies LLC, a Small Business Organization. He also serves as an Activity Manager for JSI’s enterprise architecture support to the Government of Tanzania’s eHealth strategy. Before joining USAID, Moses served as a Monitoring and Evaluation specialist with The Mitchell Group (USAID M&E contractor), where he provided technical assistance to USAID implementing partners in assessing and designing M&E systems, conducting data quality assessments, designing data collection tools, and training M&E staff in basic quantitative and qualitative data analysis.
