MaryTyler Holmes is a USAID Foreign Service Officer with ten years of experience in the Agency. Ms. Holmes has served in Education and Democracy & Governance roles in the Zambia, Pakistan, Kosovo and Central Asia Regional Missions along with positions in Washington in the Asia Bureau, Conflict, Stabilization and Prevention Bureau and the Democracy, Development & Innovation Bureau. Ms. Holmes has over 20 years of experience in International Development in strategic planning, project design and implementation, organizational change management, assessments and evaluations, and human and institutional capacity building. Ms. Holmes has led key strategies for USAID and has regularly engaged with counterparts at the NSC, Department of Defense and Department of State as well as International Donors and Foreign Governments representing USG priorities. Prior to her USAID experience, Ms. Holmes worked at the U.S. Department of State, the U.S. Senate as well as for USAID and Department of State implementing partners.
