Summary

I am an ex-civil servant with over 25 years of experience in public policy formulation and implementation with focus on public sector management, social protection and economic diplomacy; within that, well honed skills in institutional development, administration, development planning, development finance processing/negotiation and project/program formulation and implementation. My career highlight is being the focal person in the establishment of Pakistan's largest social safety net, Benazir Income Support Programme (BISP). This included design of its institutional structure, targeting mechanism, technology driven payment systems, M&E framework, and other design/implementation mechanisms. Having served as the first Director General Operations, I started the programs laying its foundations. After the govt. service, I have been working as independent consultant with multilateral development institutions like World Bank, Asian Development Bank and DFID (Oxford Policy Management) exclusively in social protection, doing institutional assessments, writing operational and technical design documents for conditional and unconditional cash transfer and developing strategic business plan for SP institution (BISP).
