Senior governance, water resources and energy policy specialist with over 31 years of leadership experience in the Bangladesh Civil Service, including service as Secretary, Ministry of Water Resources and Chairman, Petrobangla. As Secretary of the Ministry of Water Resources, provided national leadership on river and canal rehabilitation, flood management, salinity control, water governance reforms, and inter-ministerial coordination for major water sector programs. Contributed to policy formulation and strategic oversight aligned with development frameworks supported by international partners including ADB and the World Bank. As Chairman of Petrobangla, led strategic initiatives in energy sector governance, gas resource management, institutional reform, and regulatory oversight across Bangladesh’s upstream and downstream gas value chain. Provided leadership in sector planning, operational oversight, and policy coordination within the national energy sector. Possesses more than 17 years of field administration experience, including service as Deputy Commissioner & District Magistrate, Metropolitan Magistrate, Upazila Nirbahi Officer, Assistant Commissioner (Land), and Magistrate 1st Class. In these roles, led district-level governance, land administration, disaster risk management, and community-based climate adaptation initiatives, particularly in coastal and climate-vulnerable regions. Brings extensive expertise in public sector governance, water resources management, climate resilience, energy policy, institutional reform, and multi-stakeholder program coordination. Experienced in policy analysis, project oversight, and preparation of analytical reports supporting evidence-based decision making. Currently available as a national or international consultant supporting programs in governance reform, water resources management, climate resilience, energy policy, and institutional strengthening.
