Dr Willy McCourt is a governance and management consultant, working in Africa, Asia, Europe and the Middle East. From 2011 to 2014 he was a Senior Public Sector Specialist at the World Bank, in the East Asia Pacific region. Until 2011 he was a Reader at the University of Manchester in the UK, where he remains an honorary Senior Research Fellow. He was Director of the University’s Institute for Development Policy and Management from 2007-10. Willy's books include The human factor in governance: Managing public employees in Africa and Asia (2007), and co-author of Development success: Statecraft in the South (2007) and Management, Governance and Development (2015). He has also published articles in many of the leading development, management and public administration journals.
