Neil Borland

Neil Borland is a Manager in Deloitte’s Energy and Infrastructure practice, with ten years of energy sector experience working for NGOs, government, and the private sector, both in the United States and in Latin America. Neil has a deep understanding of and experience working in renewable energy procurement and financing, regional power sector integration, electricity market regulatory reform, utility organizational reform, and power market economics. At Deloitte, Neil serves in both technical and project management roles on energy sector projects for USAID and the Department of State’s Bureau of Energy Resources in Latin America and the Caribbean, Central Asia, Southeast Asia, and Southern Africa. Neil’s work directly supports national ministries of energy, utilities, and system/market operators. Neil is fluent in Spanish.
