Robert has significant experience in health systems analysis, planning, M&E, training, policy development and implementation in U.S. and in international settings from the richest (Qatar) to the poorest (Somalia). His international experience includes Afghanistan, Sudan, Kosovo, Mongolia, Armenia, Iraq and Ukraine among others. Area experience includes institutional development, health sector reform, health financing, performance based payment systems, GBV, M&E, TB, WASH, nutrition assessment and HIS. Robert is a Grand Master in USAID and PEPFAR training modules. He gained experience managing responses to cholera outbreaks in Somalia and Iraq; plague and SARS in Mongolia and tularemia in Kosovo. Mr. Hagan has an MS degree in Health Systems from the School of Industrial and Systems Engineering at Georgia Institute of Technology and 21 additional graduate hours in operations research from the University of Kentucky. Since his departure from Iraq in March, 2014, Mr. Hagan has completed a data analytics program with Johns Hopkins University School of Public Health and served as Team Leader to evaluate a USAID supported TB care, civic engagement (ACEP) and the extractives sector in Afghanistan, During 2016 he completed consultancies in Ukraine to develop PPPs to support IDPs for USAID and with WHO to help develop it health information system. Robert recently served as Team Leader for an evaluation of TB care in Uzbekistan and Tajikistan from late May to late July, 2017. He is currently serving as team leader to evaluate a PPP gas infrastructure and marketing project funded by USAID in Afghanistan. Mr. Hagan is semi-retired in Aguadilla, Puerto Rico and remains available for M&E, health systems development and disaster response efforts.
