Summary

Mr. Fengler is a Manager in the Public Finance Division of Cardno USA. He has over 12 years of international business experience including 8 years in international development including work with the following donors: USAID, Millennium Challenge Corporation/Account (MCC/MCA), Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (Global Fund), Global Vaccine Alliance (Gavi), Department for International Development (DIFD) and the World Bank. The last five years he has specialized in Africa and has managed projects in and/or traveled for technical work assignments to Benin, Burkina Faso, Ghana, Guinea, Lesotho, Liberia, Malawi, Mali, Madagascar, Morocco, Mozambique, Nigeria, Niger and Sierra Leone. He also has extensive experience working in Eastern Europe and the former Soviet Union including over 2 years teaching and running a business in Latvia, a year as a graduate fellow and bank analyst at Alfa Bank in Russia and assignments in Armenia and Uzbekistan. After working principally with USAID with 3 different development firms – Chemonics, Weidemann Associates (now Crown Agents) and Cardno – he currently works in the Public Finance Management Division of Cardno and currently is Manager of 3 MCA projects located in Benin (MCA Fiscal Agent) and Morocco (MCA Fiscal and Procurement Agent) and manages two Global Fund projects located in Conakry, Guinea (Global Fund Fiscal Agent) and Antananarivo, Madagascar (Global Fund and Gavi Fiscal Agent). Mr. Fengler has completed numerous technical assignments including over 6 months as acting fiscal agent team leader for the GF in Guinea and Sierra Leone, over 3 months procurement work with MCA Mali in Bamako as well as MCA procurement assignments in Lesotho, Malawi and Mozambique. Work experience includes all aspects of program management including management of budget, project planning, contract negotiation, project start-up, project-close out, ensuring procedures and protocols are in place, interaction with clients in terms of meeting deliverables, evaluating project progress, managing teams of up to 14 individuals, expense report processing, invoice completion, quarterly/annual report writing, new business development, technical assignments including financial capacity assessments and risk analysis. Prior work includes Managing Associate with Weidemann Associates, Inc., where he worked principally on USAID Feed the Future evaluations such as in Senegal managing and designing the mid-term evaluation for IRG’s USAID/Senegal Economic Growth Project Task Order 5 and managing USAID/Bangladesh’s Feed the Future Monitoring & Evaluation (M&E) System Support (FMSDI). He began his development career at Chemonics, International in 2003 where he worked in the field in Yerevan, Armenia for Micro Enterprise Development (MEDI) project before pursuing an MA in International Commerce. Mr. Fengler holds an M.A. in International Commerce from George Mason University and speaks advanced French, Russian and Latvian.
