Summary

More than 29 years professional experience in leading, managing and implementing multilateral and bilateral projects in the fields of Statistics, Customs, Trade Facilitation, Monitoring & Evaluation and Economic Integration while specialising in Customs Procedures, Classifications, IT Systems, Customs Single Window, Trade in Goods and Services Statistics, Foreign Direct Investment Statistics, Balance of Payments Statistics, National Strategies for the Development of Statistics (NSDS), RSDS, Sustainable Development Goals (SGDs) and Regional Economic Integration. Strong background and expertise in developing bids, plans, preparation of TOR, budgets, monitoring tools, administrative and financial accounting, development of promotional documents, information management systems, use of new media, event management and public relations. Proven experience in institutional & capacity building initiatives though working with many international organisations (ASEAN, CARICOM Secretariat, COMESA, ECOWAS EU, Eurostat, Pacific Community, UNDP and UNCTAD), as well as with a large number of Government Institutions (Customs, Statistical Offices, Central Banks and Ministries of Finance and Trade) in developing countries (i.e. Asia, Africa, Caribbean, Western Balkans, Mediterranean countries, South Pacific and the former Soviet Union) in the framework of internationally funded projects where acted both as Team Leader and Key Expert. Sound knowledge of UN, EC, GIZ rules, EU twinning procedures, project cycle management guidelines, logical framework, project fiches, familiar M&E, technical and financial reporting as well as procurement management. Strong team-working, leadership and communication skills as well as extensive knowledge of cross-cultural differences and language skills (English, French, Sinhalese, Tamil, Bahasa Indonesia, Japanese) obtained through working with representatives of governmental bodies, business community, public sector officials, agencies and academics.
