With almost three decades of experience in PFM and policy advice across over 45 countries including Budget Support operations, SDG Finance, Climate Finance, and Gender Budgeting. I led an 8-person team in 2023 in Zambia via the EU for all main donors (USAID, GIZ, Sweden, Ireland, IMF) to assess and program PFM reforms that included key papers on Gender, climate, and revenue mobilization. For the World Bank, I was PFM lead for the GPE on its $6bn grants in education and assessed how to increase the role of PFM systems across the 90 Low-Income countries that included an assessment of all risk metrics across the 90 countries. I led the evaluation of the EU's Vflex budget support to 30 Low-income countries in the ACP region (Africa, Caribbean and Pacific) in 2010 including advice on future counter-cyclical financing and have advised the EU and other donors on budget support globally, with work budget support/PFM work in countries from Armenia, Tajikistan, India, Tonga to Jamaica and Botswana. As ex-head of PFM at the Commonwealth Secretariat in the UK I liaised with the UK Parliament, the Public Accounts Committee (PAC), and the National Audit Office to support PACs, SAIs and Ministries of Finance in the 52 Member States. I was headhunted to the EC in 2001 where I was a lead on financing to Estonia's EU accession at its EU Delegation including EU negotiations and was subsequently hired to be an advisor to the Prime Minister in Moldova for PFM and Governance & head of the High-Level Policy Advisory Group that included successfully managing presentations for the Cabinet to receive a $1bn pledge in a donor conference in Brussels. A Russian speaker, I led Belarus Economic Trends for TACIS from 1995 which was rated one of the top-run projects in the CIS & have subsequently worked in almost all FSU countries with recent work in Armenia and for the ADB in Uzbekistan. With extensive work in Ukraine (EU, UNDP, OECD), I provided input into the US-led policy response. I have worked on PEFAs, budget formulation, reform of SAIs, and broader governance reforms involving wider reforms in public procurement and audit.
