Summary

Since 2011 University professor: Political Risk Analysis; State, Government and Society; Government Decision Making, Identification, Negotiation, and Presentation of Technical Cooperation Projects; and Sub-Saharan Africa. As of 2012, consultant evaluating programmes, plans and projects for the EU and UNODC-IEU, included formulating Logic Frameworks in the field of design and evaluation, negotiation, and administration of technical cooperation projects and programs related to rural development in the fields of rule of law, drug policy design and execution –demand and supply reduction strategies-, law enforcement-. Between 1999-2010 dedicated to managing/administering “Operation Breakthrough” in Colombia which, was a joint US/DoJ Colombian Government program to studied and evaluated the output of coca and poppy fields. Simultaneously (2000-2002) member of the International Narcotics Control Board in Vienna, Austria. 1986-1999 independent consultant identification, design, formulation, execution, and evaluation of technical cooperation projects with emphasis in law enforcement, alternative development, institutional strengthening, demand and supply reduction strategies, rural development and planning, agricultural research. 1979-1986 TC Officer at the IDB in Washington, administered regional TC projects such as marginal cost pricing of public utilities and multimodal transportations systems of these 3 years as TC officer for Honduras y Panamá designing social development programs and projects –literacy and mining inventories amongst others. In sum more than 40 years working on issues that related to planning, design, execution and project and/or policy evaluation in the fields of law enforcement, drugs -supply and demand reduction-, governance, institutional straightening policies of civil society, social and economic development of rural communities and organizations, etc. Demonstrated experience in the design of surveys, training of personnel for surveys and processing of information. Also experienced in technical cooperation and donors such as: the Inter-American Development Bank (IADB), World Bank, Food and Agriculture Organization (FAO), UNDP and other bilateral and multilateral donors: Background and expertise in the coordination of working complex groups IADB more than 60 consultants as regional Technical cooperation officer at the IADB, of field teams and scientific research in the efforts of Operation Breakthrough understand Colombian coca and poppy cultivation and yield rates and of research assistants in several projects.
