Sutherland is an experienced and highly successful project leader, content expert, and economist with global and domestic expertise in: knowledge management; capacity building; trade and investment policy reform and promotion; public sector management; strategic planning and communications; monitoring and evaluation; and program and project management. He has extensive experience managing multi-sectoral staff, budgets, project and proposal teams for diverse international and domestic clients. He has led multiple projects with real-world scope and impact, including evidence-based research and technical assistance activities. He has proven success in managing diverse stakeholder partnerships and translating research into actionable evidence to inform policy. Sutherland is an experienced trainer, facilitator, and presenter using a variety of process improvement, change management, strategic decision-making, and consensus building techniques for professional audiences. Senior management achievements include serving as the Project Director/Chief of Party for the Research Technical Assistance Center (2918-2024) designed to leverage U.S. and international scholars to conduct evidence-based research and technical assistance for USAID, the Knowledge Sharing and Analysis (KSA) project (2007-2013) focused on sub-Saharan Africa and best practices related to trade development, and the Removal of Investment Constraints in Kazakhstan (RICK) project (2000-2001) concerned with private sector development and governance issues. Also served as Investment Component Leader for regulatory reform activities based in the Organization for Eastern Caribbean States (2005-2006), Practice Area Manager at The Services Group, Inc. (TSG), and Team Leader for 36 substantial international development activities in 21 countries. Sutherland has completed overseas assignments in 43 countries in Africa (Botswana, Djibouti, Egypt, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nigeria, Rwanda, Sierra Leone, South Africa, Swaziland, Tanzania, Uganda, Zambia), the Americas and Caribbean (Antigua & Barbuda, Barbados, Canada, Colombia, Dominica, Grenada, Guyana, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines), Asia (Afghanistan, Indonesia, Kazakhstan, Laos, Maldives, Pakistan), Europe (Bosnia & Herzegovina, Croatia, Ireland), and the Middle East (Israel, Jordan, Kuwait, Saudi Arabia, West Bank and Gaza).
