Tom is an internationally seasoned monitoring and evaluation practitioner with over twenty years of experience. His evaluation expertise covers mixed method theory-based approach, process evaluation and impact evaluations. He has designed M&E systems for programmes and policies, including the development of theories of change and logframes. He has experience with a variety of data collection and research methods, such a large multi-stage sample surveys and qualitative case study research. He has worked in the areas of social protection, health, education, nutrition, child protection, economic development, small enterprise support, urban and rural development, livelihoods and agriculture in Europe, South America, Africa and Asia.
