Summary

Economist and expert of Public Finance Management (PFM) and Monitoring and Evaluation (M&E) of public programmes. Former director of the Macroeconomic Planning Service of the Ministry of Planning in Portugal (1986-1993). Director of the Department of Economics and Information Systems of CESO-Consultores Associados, a private consultancy company (1994-1997). As an independent consultant, since 1997, working with multilateral international organizations like the European Commission, the International Monetary Fund, the World Bank, the United Nations Development Programme and the African Development Bank, as well as with some bilateral development agencies like the Dutch, Finish, Luxembourgeoise and Portuguese agencies. Specific expertise focuses on the programming phase of the budget cycle, including the links between policy and budgeting, medium-term budgeting and public investment management systems. Participation in a number of PFM assessments, like Public Expenditure Reviews (PER), Country Financial Accountability Assessments (CFAA) and Public Expenditure and Financial Management Accountability Reviews (PEMFAR). As a trainer, training on Budget Support Programmes is regularly provided to the staff of the European Union, in Brussels and EU Delegations; on Monitoring and Evaluation at the International Training Center of the International Labour Organisation (ITCILO) in Turin.
