I am a monitoring and evaluation (M & E) professional, educational consultant, certified instructional designer, and teacher trainer with 15+ years of experience. I have a Masters degree in educational and social research, and is currently completing a Ph.D in educational assessment and measurement. I have worked for prominent higher education institutions in Egypt and the UK, and collaborated on part time and consultancy basis with major international development organizations including USAID, UNICEF, RTI International, the American Institutes of Research (AIR), AmidEast, and Cambridge International Examination (CIE). I have led, managed, and participated in different teams and projects focusing on designing and installing M & E systems for development programs and private organizations, designing and implementing program evaluation studies, education reform and capacity building of education professionals and systems, instructional design and materials development, and standardized test development. The skills I master include designing M&E and participatory evaluation frameworks and plans, designing data collection instruments including surveys, interviews and focus group protocols, quantitative and qualitative data analysis, writing M&E reports, designing, developing, administering, and evaluating standardized language proficiency and achievement tests, developing trainer and trainee manuals for teacher training and train-the-trainer (TOT) programs, designing and facilitating interactive sessions and presentations for multiple audiences, , and developing instructional materials, reference manuals and informational test booklets and reports. I am multi-lingual, numerate and computer literate. I am operationally proficient in using software packages including Microsoft Office, SPSS, and Nvivo.
