I am highly self-motivated and results oriented professional with 24 years’ experience, 20 of which in private sector development with special focus on strategic planning, project/program management, grants management, grants management, business development, SME development, SME financing, Local Content development, business and market linkages, corporate value chain development, Stakeholder and Government relations Management. I have blended experience in private sector and economic development having worked for the private sector (Coca-Cola SABCO, Anadarko, Sasol, ExxonMobil and TotalEnergies) and Development Agencies/NGO (the International Finance Corporation (IFC), OXFAM Great Britain, Manica Local Development Agency). Currently I am the Team Leader/Project Manager of a US$15 million World Bank Funded Matching Grants Program to support economic recovery of MSMEs affected by cyclones Idai and Kenneth in the northern and central Mozambique. Additionally, I am a Finance and Business Specialist for Transform WASH, an USAID funded WASH Program for Cabo Delgado, Nampula and Zambezia Provinces to build the technical, operational, and financial capacity of the private sector (water system operators) and promote investment in the wider water subsector through a USD300,000 grants program. KEY ACOMPLISHMENTS: Grants Management – I have approximately 8 years of experience in Grants Management and implementation. I have delivered various types of Grants at the following institutions: • GREPOC Matching Grants Program. I am the Team Leader/Program Manager of the GREPOC Matching Grants Program which is a US$15 million to support the economic recovery of 600 SMEs (50% women) affected by cyclones Idai and Kenneth in the provinces of Cabo Delgado, Nampula, Zambezia, Tete, Manica, Sofala and Inhambane. I lead a team of 15 professionals and supporting staff including grants managers, business development advisors, specialists in M&A, environmental and social safeguards, financial management and procurement. Accomplishments include: o More than 5.000 SMEs applicants received; o Approximately 800 business plans developed; o 484 grants agreements signed with beneficiaries; o Above US$3 million has already been disbursed. • Mozambique SME Initiative (MSI) – I was the Associate Operations Officer at the International Finance Corporation between 2008 and 2014. MSI was US$10 million risk capital for SMEs. MSI has an investment component and a grants component. The grants component was used for technical assistance (TA) which was to prepare potential beneficiaries for pre and post investment technical support. Through the TA grants, I disbursed approximately US$500.000. Through this process, approximately US$3 million were invested. • OXFAM Great Britain (OGB) - Between May and September 2007, I was the Grants and compliance Officer for OGB responsible for fundraising, grants management, donor relations and reporting. Access to Finance Promotion – Besides grants management, I also have experience is access to finance promotion having worked on the following: • I am currently implementing (selection stage) a US$300.000 women and youth specific access to finance program with specific terms and conditions for women and business entrepreneurs benefiting 50 women and youth entrepreneurs in water and sanitation. • I designed and implemented community rotating funds using the ASCA (Association of Savings and Credit Accounts) methodology benefitting more than 500 community-based micro and small businesses; • I designed an SME Fund strategy for Sasol in partnership with local financial institutions in Mozambique; • I engaged with different donors, investors for the establishment of a US$20 million multi donor water fund in Mozambique; • I collaborated with financial institutions to create accessible and affordable access to finance products for SMEs; • I facilitated access to finance for small and medium businesses in the Oil and Gas Industry for Capex, Opex and Trade finance; • I designed and implemented a specific Access to Finance Program for businesswomen in collaboration with financial institutions. The Program benefitted more than 50 businesswomen and approximately US$500 000 in disbursement. Training and Capacity Building (Advisory Services) • Designed and implemented training and capacity building Programs at ADEM (Local Economic Development Agency of Manica), at the IFC (World Bank), at Sasol, at ExxonMobil Mozambique and TOTAL Mozambique, benefitting more than 500 micro, small and medium businesses; • Designed and implemented capacity building programs for Government institutions at district, provincial and national levels; • Designed and implemented capacity building programs for national and international consulting firms to enhance their capacity to support the private sector; • Designed and implemented capacity building programs for MSMEs to supply goods and services to the Oil and Gas sector; • Designed and implemented capacity building programs for emergency economic recovery as well as in the water sector for 600 MSMEs. Strategic Planning • Designed and implemented the 5-year Business Development Strategy for the Business Development Function under Social Performance for TOTAL Exploration and Production Mozambique Area 1 Limitada (TEPMA1) where was the Business Development Manager; • Designed and implemented ExxonMobil Mozambique Limitada’s Local Content Strategy; • Designed and implement Fund raising and Donor management strategy for Oxfam Great Britain in Mozambique; • Designed and implemented Sasol Petroleum Timone’s 5-year Local Content Strategy where was the Head of Local Content and SME Development; • Designed and implement the Strategy for Business Development Centre for Local Economic Development Agency of Manica; • Supported more than 100 micro, small, and medium businesses with strategic and business plans for various purposes including access to finance and operations management. Local Content Development • Developed and implemented local content strategies to comply with government requirements; • Engaged with and managed EPC local content plans ensure that the plans are aligned with the O&G project local content strategy and that they meet the main KPIs; • Promoted the participation of local businesses in the Oil and Gas sector by enhancing their capacity and ability to deliver goods and services to the industry; • Defined local content requirements such as ownership, workforce, suppliers, community development and embedded these requirements into tenders, assigning specific weight to each requirement; • Evaluated tenders by applying the local content requirements to measure the level of compliance with local content requirements; • Designed and applied preferential procurement (PP) guidelines to ensure the maximum participation of local businesses and workforce; • Periodically conducted assessments to measure the progress against deliverables to ensure alignment with the overall local content strategy. Business and Market Development • Developed new business opportunities and expanded the market for company products when was Sales and Marketing Manager; • Developed business and market linkages between local and international companies operating in the Oil and gas sector to help leverage resources and expertise; • Facilitated the establishment of Joint Ventures (JV) between local companies and between local and international businesses; • Promoted a conducive business environment for local and foreign companies; • Engaged with Government entities to ensure Government services are conducive to private sector development, especially, business licensing, legalization, and fiscal benefits; • Facilitated establishment of new businesses (micro and small) including legalization and licensing. • Creating a business environment in water subsector and promote investment. Stakeholder Relations and Management • Developed strong stakeholder management skills by mapping all stakeholders and developed engagement matrix based on their levels of importance for a specific task/assignment; • Built and managed sustainable relations with Government entities; • Built and managed sustainable relations with private sector organizations such as business associations, community-based organizations, and civil society; • Built and managed sustainable relations with industry peers, micro and small businesses, and corporate firms. Communication • Wrote concept papers and presented to internal stakeholders in both Portuguese and English; • Prepared and made presentation to different audiences both internal and external varying in size between 1 and 500 people; • Have prepared corporate reports and presented to Senior Management and external audiences such as the government, and donors; • Have prepared reports and presented to Government entities. • Engaged with communication departments and specialist to prepare and disseminate program information, to different stakeholders using different communication platforms such as radios, newspapers, websites among others. I am a natural leader, having led several teams during my career and I communicate well in both Portuguese and English.
