Job Description

The Budget and Monitoring Unit (BMU) plays a vital role in ensuring financial accountability and operational efficiency across IOM Afghanistan’s programming. Operating under the Resource Management Unit, BMU is responsible for end-to-end budgeting processes, including proposal drafting, donor coordination, PRIMA workflow oversight, and project activation. The unit conducts burn rate analyses, reconciles expenditures, and facilitates multi-sectoral financial reviews to ensure optimal resource utilization. Through structured reporting and engagement with program managers, BMU strengthens internal financial controls and supports evidence-based decision-making. Its proactive approach to financial planning, compliance monitoring, and capacity building enhances the Organization’s ability to deliver timely and accountable humanitarian assistance in complex operational environments.

Responsibilities

Under the overall supervision of the Resource Management Officer (BUD) and direct supervision of the National Finance Officer (BUD), and in close coordination with relevant units at the Country Office, the intern will be responsible for:

  • Supporting the creation and timely updates of project entries in PRIMA.
  • Assisting in monthly project planning and data entry in PULSE.
  • Maintaining a project reporting tracker to support timely donor submissions.
  • Monitoring service fee projects and supporting expenditure tracking against approved budgets.
  • Facilitating communication with program units regarding financial commitments and project closure.
  • Assisting in preparing financial reports in line with IOM and donor requirements.
  • Supporting financial review of sub-office allocations and assisting in issuing Work Breakdown Lines (WBLs).
  • Participating in internal meetings, training sessions, and financial review sessions for learning purposes.
  • Performing any other duties that align with internship objectives and team needs.

Eligibility Requirements

Applicants must:

  • Be enrolled in the final year of a bachelor’s degree, a graduate programme, or have completed a university degree within the last 12 months.
  • Demonstrate strong interest in financial analysis, humanitarian programming, or public sector budgeting.
  • Have a working knowledge of English (oral and written); knowledge of Dari or Pashto is an advantage.
  • Be proficient in Microsoft Excel and able to manage data with attention to detail.
  • Be motivated to learn and work in a cross-functional humanitarian team.

Support and Benefits

  • The intern will receive a monthly stipend.
  • On-the-job learning, coaching, and capacity-building support will be provided throughout the internship.
  • Intern must be based in or able to travel to the Kabul office.

  • Depending on experience and location, interns may receive a small monthly stipend. Interns already receiving financial remuneration from other sources (university or scholarship) are not eligible.
  • IOM covers interns against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the assignment. Non-occupational medical coverage is the responsibility of the intern. Proof of coverage is required.
