Overview:

University Research Co., LLC (URC), is seeking an experienced Chief of Party (COP) for its proposal for the anticipated five-year $25M-$49M USAID Jordan Prevent, Detect, Respond - Primary Health Care (PDR-PHC) Activity based in Amman, Jordan. The Activity will include a package of interventions to strengthen biosecurity and safety, address antimicrobial resistance (AMR), and prevent and respond to emerging threats through building One Health capacities that incorporate linkages between human, animal, and environmental health. Through focusing its interventions at the primary healthcare level, the activity will strengthen health provider practices, health system preparedness, multi-sectoral coordination, and surveillance capabilities to 1) prevent avoidable disease outbreaks, 2) detect threats early, 3) respond rapidly and effectively when outbreaks occur.

Responsibilities:

The Chief of Party leads the Senior Management Team and is responsible for the strategic and technical leadership, financial, management and administrative oversight of the Activity. The COP will report to the Senior Portfolio Director, Asia/MENA. In this role, they will ensure the effective implementation of the work plan and the achievement of project goals and targets. Serving as the primary liaison with USAID, the COP will ensure that project activities align with national and global standards, while complying with USAID and URC policies and regulations. They will represent the project to key stakeholders, including donors, government agencies, and private sector partners. Additionally, the COP will ensure that technical efforts are evidence-based, community-driven, and contribute to key deliverables within the country.

This is a full time position. It will be located in Amman, Jordan.

Specific roles and responsibilities include, but are not limited to, the following:

*Provides leadership to the project team in technical and operational aspects, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork.

*Provides overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, as well as URC policies and procedures.

*Guarantees the efficient and effective use of resources to achieve the desired project results, monitoring the work plans, budgets, and finances in accordance with the donor’s (USAID) procedures.

*Manages a multidisciplinary team of senior technical, operational, compliance, and financial staff.

*Communicates and collaborates with USAID/Jordan and other key stakeholders from main involved departments (Ministries of Health, Agriculture and Environment), facilitating coordination and collaboration with government bodies, academia, civil society, private sector entities, other relevant Implementing Partners (IPs), international organization and URC other projects in Jordan to ensure integrated and complementary efforts.

*Leads the development of all project deliverables, including annual work plans and annual and final project reports, and ensures timely and accurate reporting that aligns with USAID guidelines and branding requirements.

*Represents the project at national, regional, and international forums, including conferences, policy briefings, and networking events.

QUALIFICATIONS:

*Master’s degree or higher, or international equivalent in public health, global health, human health/medicine, animal health/veterinary medicine, environmental health, or other related fields.

*Minimum 12 years of progressively responsible experience implementing large-scale USAID or other donor-funded projects in complex environments, preferably as a Chief of Party or in a similar leadership role. Senior leadership experience on a USAID-funded project required.

*Experience desired in one or more of the following areas: infectious disease epidemiology and surveillance, One Health approach, emerging infectious diseases prevention and management, antimicrobial resistance, health systems strengthening, zoonotic diseases, and risk communication.

*Demonstrated strong ability to lead diverse teams, manage complex projects, and solve problems effectively.

*Proven experience leading a project through evidence and data-driven decision-making.

*Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, country health staff, international and national development partner organizations, and the USAID mission.

*Experience managing international health projects in Jordan or in the region is strongly preferred. Jordanians are encouraged to apply.

*Fluent written and verbal English language skills are required. Arabic is an advantage
