Job Description

• Hybrid model (Port Moresby, Papua New Guinea with remote support; approximately 3-4 in-country missions per year) •12 months (up to 180 days input; hybrid delivery with potential extension) • Open to both International and National candidates

About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:

· EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system

· EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination

· EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded, and PNG transport sector actors apply their improved capability to deliver and maintain such assets.

Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD) and monitoring, evaluation, research, learning and adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

The Role
The Climate Change and Disaster Resilience (CCDR) Adviser will support the implementation of the TSSP3 CCDR Strategy by providing practical tools, guidelines, and technical advice to strengthen the climate resilience of PNG’s transport infrastructure. The role will serve as the primary technical adviser for translating CCDR strategy into actionable measures across the roads, aviation, and maritime subsectors, ensuring resilience considerations are embedded in planning, design, construction, and maintenance.

This is a hybrid input role, with an initial in-country onboarding mission of three weeks, followed by at least four follow-up missions per year of two to three weeks each, timed to align with infrastructure activity milestones. Between missions, the Adviser will provide remote technical inputs, including tool development, reviews, coordination, and mentorship.

About You

· Minimum 10 years’ experience in infrastructure or climate-resilient development, preferably with a background in engineering and strong applied climate expertise.

· Experience supporting climate-resilient design and delivery in infrastructure programs, ideally in low- and middle-income or Pacific contexts.

· Familiarity with DFAT investments and/or Pacific development approaches.

· Proven ability to write succinct, clear, and easy-to-understand technical CCDR documents, tools, and guidance materials for diverse audiences.

· Demonstrated ability to develop and deliver practical, participatory training sessions and workshops tailored to diverse audiences, including engineers and government counterparts.

· Demonstrated ability to translate complex technical or climate science into practical tools and guidance for engineers and government counterparts.

· Proven experience integrating CCDR into infrastructure planning, procurement, and delivery.

· Experience mentoring or supporting national staff and government counterparts to strengthen institutional capability.
