Job Description

Requested Scope of Services

The Consultant will render support services to the PEA during the feasibility, design and construction supervision phase for a successful construction of the infrastructures. In specific, the Consultant shall review the Project´s feasibility study (as basic service), support in tendering, contract management, supervise and ensure the quality of the services and Works rendered by a design and construction supervision consulting firm and local contractors.

Contract Start & Duration of Assignment

  • Short Term Consultancy
  • Maximum time input up to 100 working days (up to 10 days for review of the approved Feasibility Study and advisory services; and up to 90 days as optional services upon donor approval for Detailed Design and Construction Phase)
  • Start of assignment May 2023 – max. June 2024
  • Remote Home/Office and Field Missions to Sudan (South Darfur State)

Expert´s Qualifications & Experiences

Education

  • Degree (at least MSc.) from a recognized university in the fields of Roads and/or Civil Engineering (with specialization in Roads, Earth- and Waterworks)

General Experience

  • At least 15 years of general professional experience gained in similar road construction projects and in humanitarian sector

Specific Experience

  • At least 8 years of specific professional experience in construction projects related to wadi and/or river crossing structures

  • Preferably at least 3 consultancy assignments related to Feasibility Studies, Detailed Design and/or Construction Supervision of river and/or wadi crossing structures

  • Profound knowledge and proven experiences in:

    • FIDC contract management
    • Similar roads infrastructure projects financed by international development bank or international organizations
    • Preferably experience in cooperation with INGOs and local communities in a fragile / humanitarian context

Geographical Experience

  • Professional experience gained in at least 3 different countries in Sub Sahara Africa
  • Preferably work experience in Sudan and or neighboring countries with similar geographical, climatic and security situation related conditions as in South Darfur

Other Qualifications

  • Proficiency in the English language
  • Knowledge of Arabic language is an asset

Euro total Project volume), is implemented with the overall objective to increase the stability and economic well-being of 37,430 conflict affected households in 5 localities of South Darfur State by increasing access to diversified sources of livelihoods and improvement of rural infrastructures and basic services, for the reconstruction of Darfur The objective of the Consultant´s assignment is to support World Vision Germany and World Vision Sudan (as Project Executing Agency) in the function of a Technical Advisor and Short Term Expert for the implementation of a feeder roads related component, with the overall objective of the construction of 3 river / wadi crossings (with an expected construction amount of 1.3 Mio. Euro).
