DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. This will be achieved by pursuing three end outcomes:
The BCEP program consists of five distinct, but inter-related components managed as an integrated whole, and implemented using a portfolio of partners:
The program is in the second phase of implementation (2026-2030) and has a strong commitment to locally led development.
The Role
The Deputy Director Program Implementation (DDPI) will provide strategic, operational, and adaptive leadership across BCEP’s integrated program components. The role manages the component leads and senior project manager, ensuring BCEP’s locally led development (LLD) framework underpins all programming, partnerships, and decision making.
The Deputy Director Program Implementation (DDPI) will support the Program Implementation Director (PID) to drive whole of program coherence, alignment of workplans, adaptive learning processes, and quality of implementation across BCEP’s complex portfolio.
This position is a key leadership role, and a structured pathway will be developed for the DDPI to take over the Program Implementation Director role within a two-year timeframe.
This role will be required to act in the PID role when required, assist with preparing for Joint Steering Committee (JSC) meetings, and monitoring and coordinating the Strategic Advisory Pools (SAP) support to BCEP components.
