Deputy Director Program Implementation

Job Description

DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. This will be achieved by pursuing three end outcomes:     

• Selected state and non-state actors collaborate effectively to tackle targeted development problems.   
• State actors and Churches deliver development solutions which promote GEDSI and better meet the needs of women and marginalised groups.   
• Selected non-state actors are more effective, inclusive, and ready to sustain successful BCEP-supported approaches.   

The BCEP program consists of five distinct, but inter-related components managed as an integrated whole, and implemented using a portfolio of partners:    

• Component 1: Coalitions for Change (CfC) 
• Component 2: Media Partnerships (MP)  
• Component 3: Social Accountability Partnerships (SA) 
• Component 4: Church Partnerships Program (CPP) 
• Component 5: Government of PNG Partnerships (GoPNG) 

The program is in the second phase of implementation (2026-2030) and has a strong commitment to locally led development. 

The Role

The Deputy Director Program Implementation (DDPI) will provide strategic, operational, and adaptive leadership across BCEP’s integrated program components. The role manages the component leads and senior project manager, ensuring BCEP’s locally led development (LLD) framework underpins all programming, partnerships, and decision making. 

The Deputy Director Program Implementation (DDPI) will support the Program Implementation Director (PID) to drive whole of program coherence, alignment of workplans, adaptive learning processes, and quality of implementation across BCEP’s complex portfolio.

This position is a key leadership role, and a structured pathway will be developed for the DDPI to take over the Program Implementation Director role within a two-year timeframe.  

This role will be required to act in the PID role when required, assist with preparing for Joint Steering Committee (JSC) meetings, and monitoring and coordinating the Strategic Advisory Pools (SAP) support to BCEP components.

About You

Selection Criteria

• A bachelor’s degree in public administration, development, social sciences or a relevant field. A master’s degree is preferred.
• A minimum of 10 years’ professional experience in leading development programs, with specific experience in developing program strategies, scoping/designing, planning, budget management, partner management, implementing and monitoring.
• Strong leadership skills, capable of effectively directing and managing a diverse team of technical specialists and program support personnel as well as influencing the broader program and stakeholders.  
• Strong understanding of gender equality, disability, and social inclusion (GEDSI) and monitoring, evaluation, and learning (MEL) principles, with a proven track record of integrating GEDSI into program components. 
• Proven ability using a range of capacity development modalities including training, coaching, mentoring, job aids, and others, with a commitment to transferring skills.  
• Excellent communication, interpersonal skills and mature judgement and tact working with a range of stakeholders. 
• Experience in strategic planning, decision-making, and acting in leadership roles when required. 
• Experience in preparing for and participating in high-level meetings. 
• Understanding of adaptive management and thinking and working politically approaches to development. 

Desirable 

• In-depth understanding and knowledge of PNG government systems. 
• Knowledge of social accountability, coalitions and policy influencing development approaches.  
• Experience with adaptive management and thinking and working politically.
