EnCompass LLC is seeking a Deputy Project Director (DPD) to work as an integral part of an appreciative, collaborative team that provides expertise and innovative learning approaches on a critical training project for the United States Agency for International Development (USAID). We provide high quality training services and support to USAID offices worldwide, assessing, designing, developing, maintaining, and evaluating adult professional training for the workforce located in USAID’s Washington, DC headquarters and at approximately 85 Missions overseas. Ultimately, the goal of the project is to provide modern, safe, learner-centered solutions that help the Agency transform its learning. We provide training design and development services, as well as facilitation and logistics, in support of this goal. The DPD will support the achievement of the overall goals and strategies of the project and will act as a critical part of the team’s management and leadership, including serving as designated Project Director (PD) in the PD’s absence.

The DPD works closely with the WTS Project Director (PD) to achieve the greatest service and highest-quality deliverables possible across multiple activities. This individual brings first-hand knowledge of running capacity development programs for adults, deep project management expertise, and experience working on USAID projects. They may assist on the design and facilitation of courses and events as needed. The successful candidate will also bring a commitment to and experience in applying and adapting Diversity, Equity, and Inclusion (DEI) best practices and will be able to incorporate those practices into project management.

This position is based at EnCompass’ principal office in Rockville, Maryland, or may be performed remotely. The DPD must be available to work during core EST business hours on a full-time basis. The DPD may be expected to work from client sites in the Washington, DC metro area, on occasion. Domestic and international travel may be required. Must be legally authorized to work in the US for any employer without sponsorship.

Position Duties and Responsibilities

Essential functions include:

  • Works closely with the Project Director (PD) to provide central management and oversight of a large and multifaceted Blanket Purchase Agreement (BPA) and subsequent Call Orders; serves as designated PD in the PD’s absence
  • Oversees the planning and intake of Call Orders and client requests
  • Provides technical, operational, and management oversight on key elements of high-volume, demand-driven, and time-sensitive activities in order to meet exceptional standards for quality and timeliness
  • Responsible for developing and operationalizing work plans, completing project deliverables, overseeing finances and budgeting, staffing and partner engagement, and managing risks
  • Applies state-of-the-art strategic planning, adaptive management, systems strengthening, creative problem solving, effective communications, and knowledge management approaches in support of a complex and transformative learning program
  • Establishes and maintains highly collaborative working relationships with USAID stakeholders, subcontracted partners, consultants, and staff
  • Provides subcontractor oversight, developing scopes of work, liaising between subcontractor and client, and ensuring high-quality and timely deliverables
  • Assembles Call Order teams that utilize the strengths of each partner and ensures Call Orders are staffed with the right level of effort (LOE) for technical excellence, logistical efficiency, and financial health
  • Monitors the project budget, in coordination with the PD and project operations management (POM) team
  • Identifies staffing needs and collaborates with the PD and Learning and Leadership Development (L&LD) team, to engage appropriate short-term technical assistance as needed
  • Works closely with the PD and other WTS project staff to develop and maintain a vibrant team learning culture
  • Manages and supervises project staff, providing guidance to ensure performance meets and exceeds the client’s expectations
  • Ensures comprehensive and timely reporting against project activities and accomplishments
  • Engages fully as a member of the EnCompass staff team including participating in staff meetings and other EnCompass events
  • Other duties as assigned

Position Requirements

Qualifications

Master’s degree in Organizational Development, International Development, or other related fields with a minimum of 12 years of experience in progressively more responsible management positions in the public or private sectors.

Experience and Skills

  • Demonstrated experience providing senior level management, administrative, and logistical support to project teams
  • Experience with USAID is strongly preferred, experience with U.S. Government-funded projects is required
  • Minimum of three years’ experience working in international development and cross-cultural environments
  • Demonstrated experience managing and supervising staff, consultants, and teams
  • Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment
  • Exceptional written and verbal communication skills
  • Strong strategic planning and critical thinking skills
  • Proven ability to bring about change and manage process improvement
  • Proven ability to understand the needs of a team and identify creative solutions
  • Ability to engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Ability to be flexible and adaptable, and work in a fast-paced environment as a team player
  • Knowledge and experience in essential approaches to adult learning, including adult learning theory, learning styles, experiential learning, participatory methods, instructional design, whole systems design, e-learning and related topics preferred
  • Ability to work in a strengths-based environment and coach others on such approaches
  • Commitment to and experience in applying Diversity, Equity, and Inclusion (DEI) and gender integration and inclusive development best practices and ability to incorporate those practices into project administration
  • Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, and SharePoint; familiarity with Google Suite a plus
