Tetra Tech ARD is currently accepting expressions of interest from qualified candidates for a Decentralization Policy Specialist to work as an integral member of the Local Empowerment for Government Inclusion and Transparency (LEGIT) in Liberia. LEGIT is a multi-year intervention that is focused on increasing accountability, transparency, and effectiveness of sub-national government resources in Liberia.
RESPONSIBILITIES:
In conjunction with Government of Liberia, s/he will conduct rapid scan to develop selection criteria for counties and cities to be targeted. Provide support to develop sequenced action plans for sustainable decentralization. Provide technical support to the Ministry of Internal Affairs Department of Urban Affairs for demarcation of cities. Provide technical assistance to county administrations to develop systems and procedures for increased coordination among Government institutions in targeted counties, potentially building upon County Service Centers if they are operational. Assist in the design and implementation of approaches and methods (assessments) to measure progress in improved capacity in the MIA and sub-national governments. Assisting with developing country plans and budgets
Provide assistance for inter-ministerial coordination and strategic engagement with the legislation
Provide assistance to improve decentralized service delivery and citizen participation and awareness in local decision making processes.
