Program Background

Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific. 


The Role

The MEL (Monitoring, Evaluation and Learning) Coordinator is responsible for supporting the design and implementation of Pacific Australia Skills’ MEL Plan and System in their country of assignment.  

The role will focus on tailoring the Pacific Australia Skills’ overarching program logic and MEL Plan to the relevant country context. The MEL Coordinator will also conduct data collection and write reports for their country.  

The MEL Coordinator will report to the Samoa Country Director. They will receive significant guidance and support from the regional MEL team (based in Suva) to ensure they have relevant tools and skills to fulfil their roles.

Roles and Responsibilities

· MEL Plan and System: Assist the Country Director to develop a country-specific program logic and MEL Plan which flows from the overarching Pacific Australia Skills program logic and MEL Plan. This will include consulting with in-country partners and drafting key documents.   

· Data collection: Collect relevant MEL data as outlined in the country-specific MEL Plan. This may include implementing student and employer surveys, conduct organizational capacity assessments, and develop case studies. Data will be entered into the Pacific Australia Skills Management Information System (MIS).   

· Reporting: Prepare MEL reports for the country of assignment, such as Annual Reports and progress reports. Provide input to Pacific Australia Skills-wide Annual Reports and progress reports.

· Adaptive Management & Learning: Assist with facilitation of reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Contribute to an ongoing process of testing, refining and further developing the program logic and its key assumptions.  

Selection Criteria

Essential Experience and Knowledge

· Bachelor’s or Postgraduate degree in research, MEL, social sciences, international development, or related field.  

· Minimum 5 years of experience in MEL, including developing program logics and MEL Plans.   

· Experience implementing data collection and analysis.  

· Ability to translate complex data into actionable insights and facilitate learning.  

· Strong organizational and communication skills, with the ability to train and mentor others. 

· Experience working in cross-cultural settings with a strong understanding of participatory approaches. 

· Experience working with international development projects, NGOs, or donor-funded initiatives is an advantage. 

· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
