The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ) - Sustainability & Quality Management Department (SQM) - Head of Procurement Division (PROC) at its headquarters in Luxembourg: TRAINEE

Duration: 5 months (fixed start date: 1st March 2026)

Objective of the traineeship

The objective of this traineeship is to analyse how EIB project procurement can be leveraged to support the EIB Global Strategic Orientation and support a level playing field for EU tenderers in EIB financed operations outside the EU. You will use desktop research, networking with EIB directorates, and AI tools to identify best practices and propose actionable recommendations for aligning procurement processes with strategic and policy goals. You will work under the supervision of a procurement specialist and will become familiar with the EIB’s project portfolio, procurement policies and practices.

Responsibilities

  • Conduct in-depth research and analysis on EIB project procurement processes.
  • Benchmark EIB procurement outcomes and practices against other Multilateral Development Banks (MDBs) and identify best practices for strategic procurement.
  • Engage with internal stakeholders across EIB directorates.
  • Utilise AI tools and digital platforms to analyse procurement data, identify trends, and visualise participation patterns.
  • Develop case studies of recent EIB-financed projects to assess the effectiveness of procurement strategies in supporting EU policy objectives.
  • Synthesize findings and draft actionable recommendations to enhance the strategic impact of procurement and ensure level playing field for EU tenderers in EIB financed operations outside the EU.
  • Prepare and present a final report and deliver a knowledge-sharing session.

Academic qualifications and professional skills

  • Final year of studies or University degree in economics, business administration, public policy, international relations, law, engineering, data science, or a related field.
  • Knowledge of EU Public Procurement Directives and public procurement procedures would be an advantage.
  • Familiarity with the work of Multilateral Development Banks (MDBs) / International organisations such as OECD or UN agencies would be an advantage.
  • Excellent knowledge of MS Office tools, in particular Excel, Word, PowerPoint and Copilot.
  • Excellent knowledge of written and spoken English.
