Australian Aid to Solomon Islands
Australia has an enduring interest in a stable Solomon Islands, underpinned by economic growth and viable institutions. Australia is partnering with Solomon Islands to implement its National Development Strategy (2016–2035), as well as respond to COVID-19, as set out in Australia’s Solomon Islands COVID- Development Response Plan. Australian Aid to the Solomon Islands will focus on:

  • health security
  • stability
  • economic recovery.


Australia’s Solomon Islands Resource Facility (ASIRF)
ASIRF works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIRF Management Support Unit (MSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to:

  • procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs (including justice, governance, economic growth, health, education, gender)
  • provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers
  • strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management.


The Role
Cardno is seeking a dynamic, experienced leader who will take on the role of Facility Director who will have overall responsibility for managing and ensuring effective implementation of ASIRF. This involves providing strategic leadership in the ongoing implementation and development of the multi-functional enabling facility, which supports delivery of Australia’s aid program work across a range of sectors. This role will also oversee the provision of support to the corporate functions of the Australian High Commission (AHC), including ensuring high-quality Deployee Support Services (DSS) and security for AHC and other Australian Public Service officers.

The Facility Director has overarching responsibility for leading the Management Support Unit (formerly Facility Management Team) and works closely with Program Leads and AHC Service Order Managers to facilitate operational needs in a strategic manner. The facility Management Support Unit is made up of:

  • Deputy Facility Director / Operations Manager, and an M&E Adviser (managed by the Facility Director)
  • Finance, Procurement/Grants, HR/Recruitment, DSS, Security, and Recruitment/HR Managers, and a Gender Equality, Disability and Social Inclusion (GEDSI) Adviser (managed by Deputy Facility Director / Operations Manager)


The Facility Director role will need to display a high level of leadership, with the ability to guide the facility team and programs through the change process into a revitalised more strategic, flexible and scalable facility.

The Facility Director will be responsible for the following:

  • Client/Stakeholder Relationship Management and Communications
  • Strategy, Delivery and Team Management
  • Technical Leadership

About You
The ideal candidate to fulfil this role will have:

  • Tertiary related qualifications in Public Policy, International Development or Relations, Business Management or a related discipline;
  • Strong leadership, high level strategic oversight, and project management capabilities;
  • Demonstrated experience in establishing effective and productive relationships with Government, non-Government and donor organisations in developing regions;
  • High level experience in driving and implementing international development program strategies;
  • Demonstrated experience with strong abilities in program/project results M&E, integration of gender and social inclusion, and donor reporting;
  • Strong interpersonal skills and the ability to cultivate and maintain productive working relationships, supporting multidisciplinary teams, ideally in cross-cultural contexts;
  • Experience working in the Asia Pacific region;
  • Understanding of Solomon Islands development context preferred; and
  • Facilitation, mediation, innovation and problem-solving experience in complex environments preferred.


Location and Travel Requirements
The position will be based in Honiara with regular provincial travel required.
