Project Summary:

The Performance Management and Evaluation Services (PMES) activity is currently being implemented by MSI in Iraq. PMES supports the United States Agency for International Development (USAID) by monitoring interventions carried out by USAID Implementing Partners throughout Iraq. Monitoring is performed by a team of 11 field monitors in Iraq.

Position Summary:

The Field Monitor (FM) will undertake site visits to monitor USAID-financed activities dealing with infrastructure, governance, stabilization, humanitarian assistance and rebuilding communities. The FM will observe an event or infrastructure that is being implemented by USAID’s Implementing Partners (IPs) and complete a pre-designed monitoring report. This role will typically be involved in interviews with beneficiaries and stakeholders as well as observation. The purpose of the monitoring reports is to provide USAID with an objective sense of how the activities are being implemented on the ground. This is a full-time position, with a three-month probationary period.

Responsibilities:

  • Conduct Third-Party Monitoring (TPM) site visits in Erbil and neighboring governorates as assigned by the TPM Manager.
  • Conduct checks of the timeliness and quality of activity inputs and outputs.
  • Review compliance with pertinent USG and USAID regulations, laws, and policies, such as regarding branding and marking, and environmental compliance.
  • Gather feedback on the quality and relevance of training as well as technical and in-kind assistance.
  • Verify compliance with quality and safety measures for construction and rehabilitation programs.
  • Verify the eligibility of listed beneficiaries for services or programs.
  • Ensure that services are reaching eligible and intended beneficiaries.
  • Complete TPM Reports using pre-designed monitoring forms with quality data.
  • Submit to PMES in a timely manner and in accordance with protocols.
  • Meet weekly site visit targets.
  • Work with implementing partners and their designated POCs and with local authorities to obtain access to sites.
  • Coordinate with the TPM Manager, Security and Operations Manager, and other FMs.
  • Attend PMES team meetings as requested.

Qualifications:

  • Undergraduate degree required, preferably in a related field.
  • Minimum three years of professional experience is required, preferably in areas related to project management, performance monitoring, data collection, and evaluation.
  • Ability to travel throughout Erbil, Sulaymaniya, and Kirkuk.
  • Ability to potentially undertake monitoring in other governorates.
  • Knowledge of one or more sectors that USAID activities support, such as construction, training, and awareness-raising.
  • Knowledge of USAID monitoring procedures preferred.
  • Experience conducting independent monitoring and verification of USAID activities is preferred.
  • Experience applying qualitative and quantitative data collection tools and methods, including document review and key informant interviews.
  • Experience working on a team and communicate effectively with partners, stakeholders, and beneficiaries.
  • Professional working proficiency in written and verbal communication skills in English and Arabic required.
