Consultant role desk based with potential travel to PNG Up to 30 days from October 2025 to January 2026

Program Background

DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods.


The Role

BCEP is a complex and ambitious program, that seeks to influence broad changes, working with a wide variety of partners and capabilities who engage in policy influencing, behaviour change and advocacy at different levels in PNG. As the program prepares to enter an extension Phase, it is seeking to update and streamline the strategies that guide program implementation and partner support, including the GEDSI and the Disability and Social Inclusion (DSI) Strategies, based on an updated understanding of the context, new evidence and emerging lessons

The primary purpose of this assignment is to lead the review and update BCEP’s GEDSI Strategy in preparation for a four-year extension of the program. A national GEDSI Consultant will support the review and update processes.

About You

· Tertiary qualifications in social science, gender studies or related discipline.

· A minimum of 15 years of relevant experience in gender equality, disability, and social inclusion, and/ or social inclusion in development programs.

· Proven understanding of strategy evaluation, monitoring, evaluation, reporting and learning (MERL), and adaptive programming.

· Demonstrated ability to apply qualitative research methods, including participatory and inclusive approaches.

· Demonstrated ability to produce high quality written reports, including donors, implementing partners and community stakeholders

· Understanding of PNG’s GEDSI context, including national policies, cultural dynamics and development challenges

· Experience working with GBV/SARV response programs in PNG.
