Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The Role
· Gender Equality Disability and Social Inclusion mandates within the Ministry of State Administration (MoSA) and municipalities are strengthened
· Improved integration of GEDSI as outlined in the MoSA gender and social inclusion strategy/plan and other relevant planning documents and national commitments, including the Maubisse Declaration, the Disability National Action Plan, the National Action Plan against Gender-Based Violence, and the Strategic Development Plan 2011-30.
· The PARTISIPA GEDSI strategy and related GEDSI actions within workplans are implemented.

About You
· Postgraduate or degree in gender studies, sociology, social work, community development, or other relevant field.
· 5-10 years of experience in working with Government Institutions and/or development programs and/or civil society, preferably in the areas of gender equality, disability and social inclusion.
· Demonstrated understanding of the policy and legal frameworks in Timor-Leste in relation to local governance and GEDSI.
· Proven ability to guide, coach, train and mentor counterparts, preferably on GEDSI
· Demonstrated high-level experience in cross cultural relationships management with a diverse range of government, and community stakeholders.
· Ability to be flexible, responsive to requests, motivated, ability to prioritise in a busy work environment
· Highly developed oral and written communication skills in Tetum including demonstrated ability to communicate complex concepts in simple ways and influence policies and programs to be gender sensitive
· Proficiency in English
