Job Summary

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Health Mother Health Baby (HMHB) project in Tajikistan. The Activity aims to improve the nutritional status and prevent morbidity and mortality of mothers and children under two as well as improve the quality and availability of lifesaving, evidence-based health interventions for women and children in the Feed the Future Zone of Influence (FTF ZOI). The project is looking for a qualified HR Manager who will be based in Dushanbe, Tajikistan.

Under the supervision of the Chief of Party, the HR Manager will manage all hiring and other HR related issues for the project.

Key Roles and Responsibilities

  • Execute all HR functions in compliance with Tajikistan’s labor laws, USAID, and Abt Associates rules and regulations
  • Respond in a timely and professional manner to questions and service requests from employees, providing excellent customer service and communication with context
  • Support the implementation of Abt Associates ethics and compliance guidelines
  • Train and update HMHB site office staff in Dushanbe and Khatlon on project-related HR policies, procedures and regulations
  • Develop job descriptions and take ownership of staff recruitment activities, working closely with the COP and DCOP) and HR Department in the U.S.
  • Check new candidates’ professional references, validate salaries reported on employee applications and bio-data forms, and send to headquarters only highly qualified and experienced candidates for final review, employment processing, and onboarding procedures
  • Process and review employment applications according to Abt Associates HR procedures
  • Act as the reference person for any questions relating to the online timekeeping system
  • Ensures that all staffs are informed of organizational policies and procedures and of any changes
  • Handles sensitive employee grievances, disciplinary issues and other administrative problems according to Abt’s policies and procedures in consultation with COP and HR in HQ. When necessary, consults with a legal advisor.
  • Prepare site staff employee contracts and service agreements in compliance with Abt Associates and local labor laws
  • Oversee the creation and regular maintenance of personnel files, hiring, employment contracts, compensation issues, performance review, leave schedules, timesheets, severance issues, staff management and other personnel paperwork
  • Monitor and document the accrual and use of employee annual, holiday, maternity and sick leave, manages staff benefits
  • Manage the annual employee performance review procedures;
  • Ensure staff compliance with and timely completion of all required HR trainings
  • Train administrative staff to provide HR support when required
  • Monitor and evaluate project’s human resources systems
  • Cooperate with other members of the Finance and Administration Team to ensure that all actions and decisions are aligned with project vision and goals
  • Help administer the health insurance program for the staff
  • Assists in conducting different surveys in Tajikistan like salary surveys and/or employee satisfaction surveys
  • Other duties as assigned

Preferred Qualifications

  • Bachelor’s Degree in Human Resources, Business, Management, or other related field
  • At least 6 years of professional experience in human resource management and Master’s degree or 8 years of experience and a Bachelor’s degree
  • Demonstrated organizational, reporting and management skills
  • Excellent interpersonal skills and ability to work as part of a team, including international, national, and regional counterparts
  • Strong business acumen and judgment
  • Strong oral and written communication skills in Russian, Tajik and English are required

Minimum Qualifications

  • Master’s degree and 6-8 years of experience OR the equivalent combination of education and experience
